Promote PPP Mode to Achieve New Development and Breakthrough

Recently, the 14th China International Engineering Project Management Summit and National Project Manager Experience Exchange Meeting of Construction Enterprises were held by China Construction Industry Association in Shijiazhuaung City, Hebei Province. The theme is "Promote PPP Mode and Engineering Project Management Innovation". At the meeting, Yijun, Deputy Minister of Department of Housing and Urban-Rural Development, put forward the promotion of PPP mode to achieve new development and breakthrough as well as greater contributions to our construction and sustainable development of national economy.

Yijun said, implementation of PPP Model is an important tool to support new urbanization, an important measure to improve the government's public service, but also a realistic choice for sustainable development of construction. Currently, the construction industry is facing double challenges: economic downturn and transformation development. It is the trend to promote PPP Mode, innovate investment and financing mechanism and encourage social capital into infrastructure and public services.

The construction industry is required to go into and accurately grasp the connotation of PPP Mode, follow the principle of “adaptation to local conditions, public benefit, marketing operation and optimized control", take necessary responsibilities and make proper popularization and application of PPP mode. For enterprises, PPP Mode is no longer limited to project construction, but throughout the whole project “Life Cycle”, which requires rich experience in engineering construction as well as excellent operating and management capability of enterprises.

      Yijun required that, enterprises shall learn from advanced foreign experience, change“fight alone” to cooperate with others to form an interests community with design institutes, engineering construction enterprises, equipment suppliers, law firms and other institutes under the leadership of operators, and tap their respective advantages and improve comprehensive competitiveness. Meanwhile, enterprises shall pay more attention on the introduction of BIM technology to realize the entire process of product management, especially the operation and maintenance services. Any enterprise having a grasp of BIM technology will lead the field.
