In autumn and winter, the meteorological conditions turn to be unfavorable, and air   pollution control has entered a critical period.Since this year, Chengdu has formulated the action plans for air pollution prevention and control in 2019, and deployed six actions   for air pollution prevention and control: reducing coal consumption, pollution control and emission reduction, controlling vehicles and reducing oil, comprehensive law enforcement, and scientific & technological gas control.What's the current progress? What "tough"     measures will be taken in autumn and winter to strengthen the prevention and control of air pollution?

    Recently, according to the data released by Chengdu Ecological Environment Bureau, 1629 construction sites in Chengdu have been fully covered with dust online monitoring, high-definition cameras, face recognition access control and other equipment, with the cleaning rate of 86.48% in the built-up area and 91.51% in the (5+2) area of the central urban   area. In the next step, Chengdu Ecological Environment Bureau, together with relevant   departments at the municipal level, will in accordance with the requirements of Chengdu Blue Sky Battle in 2019-2020 Winter Campaign Plan, pay close attention to the control of industrial source, mobile source and non-point source pollution, strengthen  the response  to severe pollution weather, continue to carry out special winter air supervision, and     continuously promote the improvement of  air quality. " The related head of Chengdu   Ecological Environment Bureau said so.

    24 hours focused on the construction site ambient air quality index. Automatic steps will be taken, when the indexes are exceed standard.

    Driving along Beixing avenue to the north, about 1 km away from the ring expressway,  "Phoenix Mountain Sports Park Project" is under construction. As one of the main venues of the "Universiade", this Phoenix Mountain Sports Park located in the north of the city has always been concerned.

    Entering the construction site, it was a busy scene. The reporter learned that since the    construction of the project started, more than 2000 labors have been invested in, at the  construction peak, labors` number has even reached more than 5000. At present, two     buildings about 30-40 meters high are competing to "grow"

    "The mobile app of our staff carries out 24-hour remote monitoring and control. Once the air quality index of the construction site exceeds the standard, our system can automatically take targeted intervention measures, effectively reduce the dust concentration through   spraying and other ways, and ensure the air index of the construction site meets the    requirements." Hou Feng Ming, project safety director of China Construction Eighth      Engineering Division. Crop. Ltd, said so.

    It is reported that the construction site uses scientific and technological means to create an environmental monitoring and dust & haze reduction linkage control system. The system can carry out 24-hour continuous monitoring of the construction site environment, transmit the monitoring data to the cloud server system for data analysis, as well as take targeted intervention measures for projects which are exceeding the standard until the indicators   are good.

    “This system can be remotely monitored and controlled by mobile app, which is also very convenient to use. As an innovative means of dust control at the construction site, the   system can effectively control dust, reduce dust concentration and improve the construction environment." Relevant staff said so.

    At the construction site, there are 25 tower crane sprays, 8 fog guns, fence sprays around the site, mobile sprinklers and other dust reduction equipment. In the busy construction  site, the construction parties strive to achieve green construction in various ways to further reduce the impact of dust pollution on Chengdu's winter air quality.

    In fact, Phoenix Mountain Sports Park Project is just the epitome of Chengdu's smart    construction site.

    Since 2018, Chengdu Municipal Housing and Urban-Rural Development Bureau has       installed online dust monitoring equipment system at the construction site of the whole  city, gradually expanded functional modules, vigorously promoted the construction of smart construction site: developed 7 smart management subsystems for 7 construction site ,    developed remote high-definition monitoring, real name system attendance, muck truck   management, as well as other systems that have been put into operation.

    Precise control of dust pollution at construction site, and increase the online channels for complaints

    At present, 1629 construction sites in Chengdu have been fully covered with dust online monitoring, HD camera, face recognition access control, etc. According to the dust online monitoring data, the system automatically pushes the information of exceeding the standard, and requires the construction site to take dust reduction measures immediately, and reply the dust reduction treatment on the platform in time. The enterprises that fail to rectify  and reply in time are recorded in the credit management. It has realized the precise      control of dust pollution of construction sites in the city.

    By the end of October, Chengdu Municipal Housing and Urban-Rural Development Bureau has deducted 2250 credit points for 347 construction enterprises and 160 supervision    enterprises which had violated the regulations, by using the smart site platform.

    What`s more, Chengdu Municipal Housing and Urban-Rural Development Bureau also     increased online channels for dust complaints, posted the QR code of dust complaints at the eye-catching position of the site gate, and citizens can scan the QR code through   Wechat to complain about the dust pollution on the construction site. After receiving the  information of complaints, the enterprises have to rectify immediately and reply in time.

    In terms of precise dust control, besides the "smart construction site" supervision platform, there is also a supervision platform of construction site dust monitoring, construction    waste transportation, and disposal information, which is led by Chengdu Municipal       Housing and Urban-Rural Development Bureau. Since it was launched at the end of     September 2018, it had gathered and integrated business data resources of all departments, with functions of waste transportation truck monitoring, transportation enterprise and     information management, mobile dust monitoring management, as well as transportation license applying supervision. It has monitored the whole process of waste transportation of muck truck, which covered more than 4000 construction sites and 143 transportation enterprises in the city, with a total of more than 11000 construction waste transportation trucks, realized the waste transportation supervision.

    Through the platform, Chengdu Municipal Housing and Urban-Rural Development Bureau can monitor all the dust data of construction site online.And the system will automatically send an alarm when PM10 data is beyond the standard.

    The related head told the reporter that through this way, the construction waste transportation process supervision was realized. The problems such as isolated information, each    administers in his own way, and insufficient cooperation were solved,The law enforcement and supervision capacity of the government departments has been enhanced., and the    construction waste transportation enterprises were forced to realize the main responsibility.  Since this year, Chengdu has inspected 177225 muck trucks. 13779 muck trucks and 781 construction sites, which was against the regulations, has been punished.

    In order to control dust pollutionin winter, while relevant municipal departments are using the "smart construction site" supervision platform, dust online monitoring system, and    other information platforms to strengthen the precise control of pollution sources,Chengdu Ecological Environment Bureau has also sent a special inspection team to carry out      inspection on dust pollution of construction sites and roads in key areas. Since October,   there have been 29 groups of 116 people dispatched to inspect the implementation of   dust reduction measures in key areas of High Tech Zone, Wuhou District, Chenghua     District, Jinniu District, Longquanyi District, with 271 inspection points, 55 problems has  been found. Relevant problems have been transferred to related departments and local  governments for rectification.
