                            Notice of 2016 Construction Safety Special Program

 To Housing and Rural-urban Development of each provinces and municipalities, the Construction Bureau of each municipalities, Xinjiang Production & Construction Corp.

     For the sake of overall implementation of President Xi Jinping and Primer Li Keqiang’s indication about the safety production, and of promoting the sustainable stability of construction safety, the Safety Production Committee of Housing and Urban-rural Development decided to introduce special program on construction safety in 2016. The relevant matters are hereby notified as follows.

一、Goal of Work

    With in-depth development of the safety construction special program, main parties like the develop unit, supervision unit and construction have strictly implemented responsibility system of safety production. Site safety control has been strengthened, the safety awareness has been raised as well. The special program managed to prevent foundation pit and the template supporting system from collapse accident, safety has been firmly guaranteed.

1. The implementation of responsibility system of safety production of each parties like developer, designer, construction general contractor, sub-contractor, labor subcontractor, steel tubes and clamps leaser, crane equipment, installation, usage;

2. The employee certification system of main director, project director , full-time safety controller in Construction unit. The employee certification system of special workers like crane driver, installation & disassembly worker, and riggers.

3. Management on special safety construction plan. For dangerous projects, the Construction unit shall make special working plan, review, expert verification system and site control; The Supervision unit shall make special plan review, construction site supervision and project acceptance. The Develop unit shall provide information of safety issue.

4. Safety management of deep foundation pit safety, including surrounding protection rails, staff special stairway, isolation and protection measures; Compliance of slop operation, including slop protection, dewatering and drainage, grading and safety monitoring.

5. Management on framework supporting system. Acceptance material and foundation, safety technology disclosure before setting up framework supporting system, the setting up and inspection of framework supporting system. Concrete casting, site safety monitoring, disassembly of framework and implementation of supervision system.

6. Management on hoisting machinery. Implementation of the registration(writing-off) of hoisting machinery, installation (taking-down) notification, establishment of safety files, inspection, installation acceptance, use records, regular check and maintenance systems. Management on special mechanic safety production personnel certification and construction safety permit.

7.Management on urban integrated underground control center. Surrounding protection, including protection again adjacent buildings, structures and underground pipes. The Construction unit shall take special protection measures and make special plan to supervise surrounding conditions; The dewatering and drainage devices; Take precautionary measures of temporary electricity, fire-fighting prevention; Monitoring on poisonous gas; Monitoring on cross position; Safety indicators.

三、Stages

(一）Stage of Initial Deployment: March of 2016. Housing and Urban-rural Department from each regions shall analyze local reality of safety construction, locate the problems before taking corresponding measures, making special rectification work plan along with relevant deployment and implementation.（二）Stage of Self-inspection:  April-July of 2016. Housing and Urban-rural Department from each regions shall give indication to develop unit, construction unit and supervision unit in local area on implementation of special construction safety requirements, and to carry out self-inspection in line with relevant regulations and standards. Documents involving should be reserved in written files.

（三）Stage of Inspection and Supervision: August- November of 2016. Housing and Urban-rural Department from each regions shall conduct inspection on major enterprises and projects in local area. Follow up on solution and rectification of problems been found. Supervision on special safety rectification work will be carried out duly.

（四）Stage of Summarization: December of 2016. Housing and Urban-rural Department from each regions shall give an overall analysis and summary to the special construction safety rectification work, evaluate what has been archived, offer comments and suggestions of accident prevention work like foundation pit collapse, template supporting system collapse and likewise. The last but not the least, to form the summary of one year’s work.

四、 Requirement of Work

（一）High Attention, Thorough Responsibility System. Housing and Urban-rural Department from each regions shall implement the spirit of central city work conference, stick to human-orientation and people-orientation, work for people’s benefits, raise awareness of construction safety. Main officials shall deploy work in person before assigning to each levels and each positions.

（二）Strengthen Inspection, Strict Law Enforcement. Housing and Urban-rural Department from each regions shall make elaborate supervision plan on construction site like foundation pit, framework supporting system and crane machines. To enforce law and regulation strictly, request enterprises for rectification if any safety issues or hidden danger were found. For those enterprises that failed to carry out safety responsibility system and caused safety accidents or incidents, their license and permit shall be withheld or revoked by law. Enterprise bidding and certification shall be restricted as well.

（三）Co-ordination to promote, highlight the focus. Housing and Urban-rural Department from each regions shall co-ordinate to make overall plan to promote the construction safety special program, standardized production and accidents investigation, in that way to achieve better supervision of work within local area. 3 key points as follows: Promote the construction safety special program in development zone and industry zone; Emphasis supervision on accident prone area and projects with big social impact.

（四）Timely Summary. Housing and Urban-rural Department from each regions shall strengthen construction safety guidance by holding conference, medium advertisement, and handing booklets. To advertise typical positive cases while criticizing negative cases. Routine analysis and evaluation shall be conducted for timely summary.

      Housing and Urban-rural Department from each regions shall submit work report of construction safety special program and implementation summary & annual report to safety supervision department respectively by March 31^st 2016 and December 20^th 2016.
